On the Linux server, I just did iperf -s

On the phone, you can use iperf -c {serverIP} -w 128k -i 1 -t 600

This gave me the average results of about 23Mb/s on an 802.11g network at 54Mb/s physical. I wouldn't expect much more than that on this type of network.

If you make the window size too small, there will be more TCP overhead, therefore less throughput.
