Band steering in High Density environment

In general we would use band steering to encourage devices to use the 5GHz band over the 2.4GHz band however in a high density environment where airtime is so precious is there a case to allow devices choose without the influence of band steering. This is on the basis that the repeated association attempts at 2.4GHz (that are initially ignored) are just wasting airtime.
In high density, we deploy three 5GHz radios for every one 2.4GHz and we turn down the transmit power on the 2.4GHz (without causing holes) so that the RSSI/SNR for 5GHz is above the 2.4GHz even allowing for higher dropoff of the 5GHz.
The thoughts of the community would be appreciated.
