You make a very good point. Someone who has worked hard to get their CCIE may think it alone is enough to prove their knowledge of networking (which I'm sure is the point of the requirement). I would think that there are other certifications that involve networking which someone may pick up in the course of CCIE study, however. To make a funny point, I could say MCSE and CNA are both networking certifications.
