The elusive document you seek is FCC Report and Order 04-165 that tells that integral antennas are no longer required on UNII-1 devices.

Thanks for finding this detail to answer the common question, "When will the IEEE amend 802.11 to include the extra eleven channels for OFDM PHY?"
