A number of older clients' firmware is hardcoded to expect basic/beacon/broadcast rates 1 and 2 enabled, so they do not function well in an environment where these are modified. You will see this more often in older handheld scanner and embedded environments. Unfortunately, there is no way around this, because the manufacturer has no incentive to update the behavior.
