    The new frame type is a transmit power control (TPC) frame. This new frame works in conjucntion with dynamic frequency selection (DFS) to reduce interference with neighboring networks. The TPC frame dictates power levels used and can even specify the max power allowed in the WLAN not just what is used by the AP. There is a good discussion of 802.11h basics at:

    802.11h is to comply with European regulations.
