discovering stolen/disconnected APs

Is there an easy way to centrally manage APs and be alerted when one is powered off, meaning it could have been disconnected or even stolen?

If the AP supports SNMP, you can use an NMS to manage it and alert you.

There is hardware/software that can keep an eye on everything too. The hardware is more for finding Roge AP's. I think SNMP is a security issue. But I'm just getting to the CWSP. Depends on the security of your system.
Just mount the Ap's high and bolt them in. Make it not easy and the good people will stay good..
