What is the recommended or minimum Single-to-Noise ratio for different environments?

I Like to have at least 17 dB. Some phone systems may want/need more.

I go for an absolute minimum of 10 db.. I'd rather have 15db, but we have very noisy industrial plant environments with a lot of pumps, motors and such.
However, we are not attempting VoWiFI either... -
What about for smartphones?

The manufacturer will probably have a reliable number for you to use - they do want to sell more phones, and having a bad reputation would not help them.
I am betting it will be at least 17 dBm.
