Managment frames are sent at the lowest basic (required) data rate. Unless a vendor is doing it differently, deauth frames are management frames and would be at this rate. Required (basic) rates can be set on an AP by AP basis by the administrator and vary based upon the protocol in use. If you are wondering about a specific AP, run some frame captures and look at the rate in the frame.
