I think your idea for a NEMA box on the pole, and then a repeater in the facility is probably a pretty good idea.

You might try looking into the EnGenius 200mW EOC1650 Outdoor access point / bridge

I picked up a couple from Keenan systems, and they even loaded up DD-WRT for me (for a small fee).

You could just get two of these. They already come with a PoE injector, and have either internal, or external antennas and were made for outside work.

Jeff over at Keenan systems should be able to set you up. Other than the NEMA enclosure you're probably looking at under $300 for the entire setup including DD-WRT fees, Antennas, power, everything.
