I'm confused... when do we ever need to use 802.11d? Our vendor stated that 802.11d need to be activated on a 802.11b environment here in US. Thanks!

We have a small implementation here and we have the option disabled. I haven't heard that you have to use it and believe that it is optional.

Are you by chance using Motorola MC3090 RF Scan guns? We had a hell of a time when my company bought 40 of them with another 35 on order to be shipped. Every time batteries were replaced, we had to reset the Fusion Wireless Client settings for the guns to be able to get back on the network. When I called Motorola to ask what the deal was, they stated that 802.11d is default on their guns, and some APs broadcast their regulatory settings and if the guns do not get a reply, then there is no connection. I am not aware of mandated use for that, i viewed it as another option for the guns to connect. Once disabled, we have had no other problems.
