First, is there a reason that you are running old 2.5.4 code? If not, I would suggest an upgrade to 3.x code. However, the 3.x code is substantially different, so you will need to prep for the upgrade. Aruba has some migration videos off their public website (under the training page).

I would ensure that client-aware is checked and the ARM mode you are running is "single band". The client-aware feature works as you described.

You could potentially try increasing the minimum power set by ARM to decrease the chance of roaming. I can't remember the exact command off the top of my head, but it will be in the CLI. Perhaps you can make a quick call to TAC to get the command syntax?
