I've been doing a little testing with the iPhone and a Cisco WLAN controller here in my office and I can't find any issues. I've noticed that if I block the phones MAC so it can't obtain an IP it will send out a few ARP requests about every 15 seconds but nothing to the scale this story is reporting.
Also, once the phone goes into standby mode (after 1 minute by default) The wireless card turns off 15 seconds later and does not come back on until you unlock it again, so it's not like there are thousands of iPhones in peoples pockets randomly associating to every public WiFi network.
