Are there specific areas where drops are happening? Can you see any particular pattern? There could be many reasons here.
Most handheld computers have weaker Tx power relative to business-grade PCMCIA cards to save battery life. ...the kind often surveyed with to design the network. Perhaps you're uplink limited. i.e. if you see decent signal strength on the handheld it doesn't mean the AP can hear you equally as well.
Do you have any WLAN tools get get an 802.11 frame capture? Even though data traffic is encrypted the management frames will still be visible and you'll probably see something revealing.
Frankly, there could be many reasons why this is happening.
