This option is for those who live in non-english spoken countries. There it is automatically given by the test centers..u dont need to apply for that. But as u mentioned that u are in Newzealand, i hope u wont get that option there. U must contact CWNP officials further...i was given 120 minutes (30 minutes extra) as i am from Pakistan and here english is not the official language...hope it helps...
