CWNA exam naming change

Just a question about the CWNA exam change that confuses me a bit. The
Naming Change says:
"FCC" was changed to "Regulatory Domain Governing Bodies" to give the exam and exam objectives a world-wide focus instead of only those territories governed by FCC rules. Only those regulatory domain requirements listed in the 802.11 standard (as amended) are testable.
As far as I can see, the amended standard only refers to IEEE. Does that mean that things like FCC Power Output Rules are not testable, or are they the same as IEEE standards anyway? Being in Europe, how does ETSI come into this?
