Looks like the military. I am sure there will be some forced vacancies mandated by the FCC in time. Companies like AT&T will jump on board and make it (WIMAX/ WIBRO) a household name.

Maybe they are outside of CONUS with the 3.5 part??? Or they know something new about the frequency allocations.
