It's true that you most likely will never get "caught" exceeding transmit power levels or using illegal channels for small office/home office implementations.
Nowadays however, more and more enterprise organizations are running their businesses across WLANs. I seriously doubt it would help your SCP (salary continuation plan) if you or your company/customer were caught illegally operating outside the local laws for Wi-Fi frequencies just to gain more range or increase channel usage.
The WLANs I'm dealing with these day have hundreds of APs and it's just not worth the risk or paranoia I'd incur. I recommend you "do it right the first time" then you don't have to worry about it later when you're really busy.
