Emissions compliance people have long used turntables. Some of which can be [b]very[/b] large! At some point the size becomes totally crazy, and instead of rotating the devices, they move around the antennas, often under robotic controls.

I have toyed with the idea of using a plastic Microwave oven turntable - one of the ones you used to find in any kitchen appliance store. I haven't seen one in a while though lately, as it seems most ovens come with built-in permanent ones now.

Anyway, one of those would work for performance, though not compliance, testing of mobile devices. I would like one about the same size but with (filtered) AC power too. But in my lab, and in this economy I need to keep it inexpensive.
