It could either be your task or the cable guys. First I would check with the network manager (if the organization is large enough) to see if this is clearly spelled out. It should not be your responsibility to make the transition with a cable from indoors to outdoors. The mounting hardware (including the pole) will more than likely be your responsibility.
Regarding a proper mount, what will the mount be affixed to? Will it be self supporting? Will it be freestanding on a roof? Are you using the manufacturer supplied antennae with the AP? Also, check the Aruba documentation for product documentation and proper pole sizes.
