Cisco data rate change with a change in power output?

I'm going to take a stab and say that it has to do with the lowermost and uppermost channels in each unlicensed spectrum and how the OFDM (802.11g and 802.11a) channel shape rolls off into licensed frequency space. Notice that this power decrease isn't specified with the DSSS modulation, likely because the shape of the channel is a little different. You can refer to 802.11b for the DSSS spectral mask and 802.11a for the OFDM spectral mask.
Notice that the Cisco AP-1200 and AP-1100 units with 802.11g cards only allow 30mW output power, and I think this is for the same reason.
Perhaps Joel will shed a little light on this if I'm wrong....or, even if I'm right. :-)
