If an access point or at least an antenna can be installed on the exterior of the ship, you could use a WDS (Wireless Distribution System). Then, you could relay the data to the AP Ethernet interface or even use an antenna inside the vessel to connected to the the AP radio. I've even heard that it is possible to used a metalic object,such as a metal door, as an antenna. Interesting challenge for sure. I've never done a wharf installation myself, but my colleagues that have used an AP on the ship to repeat the signal or bridge the data to Ethernet.
