The text of the IEEE 802.11g-2003 amendment is correct regarding long and short preamble formats for the ERP PHY DSSS-OFDM modulation. But the Figure 153A "Long preamble PPDU format for DSSS-OFDM" incorrectly labels the SYNC bits as "Scrambled Ones".

I get the impression that junior IEEE 802.11 committee members are given the job of creating graphics and the results are accepted by senior committee members without as much scrutiny as is given the text. When trying to understand the standard we should trust the text more than the graphics and text found inside of graphics.

I commend you for noticing this mistake reprinted in the CWAP study guide, page 233, figure 8.12.
