Should implementing RTS/CTS in a straight 802.11b network should increase packet rate by x 2? If I have 100 packets per second for example, I would then have 300 per second with RTS on correct?

What do you mean by "packet rate by x 2". If you are referring to throughput then the calculation is more complex as that would be dependent on the packet size, date rate at which the packet were transmitted etc.
However if you are just referring to the total packets on air then I guess you can take into account Data + RTS + CTS + Additional ACK's (RTS/CTS). But in my opinion such a calculation seems incorrect as most data reported is on "data frames/sec" (excluding 802.11 control and management frames).
