All of this depends on some missing info, like - can you mount on the outside of the building? Many of your skyscraper types - the windows don't even open. While Criss_Hyde's idea will work, factor in the 5' standoff away from the building... I can hear the property management's gasp now.

ccollins pointed out the obvious, that running fiber between the two floors may be the least expensive (and least fun).

I would suggest Criss_Hyde's second idea - bouncing off a nearby skyscraper as your coolest option. Using this solution, you don't have to bolt anything on the outside of the building, (no property management involved) and you're up and running in a matter of hours. As far as radio choice, this solution is unsurpassed in achieving the "impossible" in NLOS links.
