The answer of 20dB would be correct if you didn't have that pesky -70dBm noise floor. If the noise floor was as high as -70dbm, then the device at -60dBm would have issues. That only leaves 10dB of signal to noise. So what is the fade margin? With those numbers, I think the fade margin is 0dB. I'd be surprised if the link would work given the high noise levels.
I would be interested what others had to say on the subject.
