In attempting to continue this discussion, regarding the xmit power and receive and SNR,

I would ask the following:

Even if I can send a ping from a computer in my office out to a remote compter over an extended period and get a response, if the remote computer is still unable to access the internet, for example, what would be the correct assumption about the problem?

a) The problem is in the receive sensitivity or
b) The problem is in the xmit power.

Futher could either of the issues account for the intermittent performance/connectivity to the internet as an example.
