Does the WIPS spoof the client and transmit a deauth frame with the AP as the recipient
or
does the WIPS spoof the AP and transmit a deauth frame with the client as the recipient?
It seems that both the client and the AP would have to support 802.11w (or a proprietary version) to protect management frames since they both need to know how to use the key(s) in this manner.

802.11w will require changes to the firmware of clients and access points.
Do the Dell laptops and the Avaratec have the same internal client adapters or a common chipset?
I looked a little further into Cisco's Wireless IDS Management Frame Protection. It currently appears to be written for AP to AP management frame communication:
