Nowadays top AP vendors have one MAC address (BSSID) for each SSID. I don't know off the top of my head if the 802.11 standard explicitly specifies this, but I am pretty sure they do.

As you mentioned, it is just bad engineering to have one BSSID for all SSIDs.

Success Stories
