For seamless roaming it's stated that there should be a 20-30% overlap in cells; what is this based on? Does that mean there should be 20-30% overlap where the signal strength is greater than -80dBm or should I try to go with a higher number?

Another part of the equation to answer your question is.. what is the minimum speed that you want your clients to connect? That effects the effective size of your cells and the signal db. -
GTHill is correct. This is a capacity vs. coverage issue, and the details can get tricky quickly.
