FCC Max EIRP doc

Can anyone point me to a document that would explaing the FCC's limits on max EIRP in the 802.11a bands
I have been googling for days and have yet come across anything that explains it fully, or two that agree on the lower U-NII band
one says 42mW (another 160mW), something about 6dB antenna
The mid and upper bands are a bit more straight foward.

especially "Table 1" in that article. Just be aware that there are differences between what the FCC specifies and what the IEEE allows. IEEE 802.11h gives references to what the changes are in the 5 GHz spectrum and requires TPC and DFS to be able to use the new UNII spectrum at 5.470-5.725 GHz.
