Welcome to the forum.
Each EAP type does things a little differently. There is an "EAP framework" by which all EAP types generally abide, but all EAP types are different. This particular capture was taken of a pre-802.11i 802.1X/LEAP authentication. It happened to use two request and response frames - just the way it was written by Cisco.
