How often do you recommend to change the password for Guest account? We only allow web access and web mail for Guest account.

If you're talking about a captive portal for public guest access, then you can change it as often as you feel is convenient. The more you change it, the more hassle you'll have letting people know what it is - unless you have a good system for that. The less you change it, the more unauthorized people will abuse it. Your choice.

I would say change every 6 months. 

IMHO if I were in an apartment complex, I would say as soon as the latest guest leaves.

That is assuming your not letting neighbors use it, only real guests.
