Back in the 90's there were two multi-state (16 states ?) black outs, only a few months apart. You may remember them.

The utility companies said that the biggest one was caused by a tree falling over a power line some where in Idaho, or the like.

At the time, I was into other hobbies shall we say, and the rumor there was that this was actually from someone hacking a system that had been installed during the cold war. It was meant to somehow save the system in the event of nuclear war, and was controlled by signals sent over the main transmission lines from one grid to another. This someone, or group, found out about it and used it to crash almost 1/2 the US power grid.

All in all, I give this story line a little more credibility than I did back then.

Anyone know of such a control, or messaging, system?
