How exactly a STA connects to the "best" channel?

If an STA is in a room with 3 access points, each on a different non overlapping channel (1,6,11), and two of those channels have lots of co-channel interference (say 1 and 6), then would clients automatically connect to the one with the least amount of collision (i.e. highest SNR)?
Or does a STA simply connect to the strongest signal / RSSI, regardless of what the noise floor is on that channel?
