DSSS frequency range

I have always understood the DSSS frequency range to be 2.4000 to 2.4835 GHz, but the 4th Edition CWNA book (pg. 122) states "The IEEE specifies that DSSS should operate in the 2.4 GHz ISM band and that it should use frequencies ranging from 2.401 to 2.473 GHz in North America."
Can someone help clear-up why this seems contradictory and which info is correct?

This is how I understand it, do correct me if I am wrong:
The IEEE standard specifies the larger range. Country regulations can put limits within the range. In North America, only 11 channels can be used,so the usable range is 2.401 to 2.473 GHz, in Europe 13 channels, so more bandwidth is available, and in Japan 14 channels are available. See table 3.6 on page 138.
