At what point is DHCP requested and granted

Good question Intensified.
The DHCP request goes out after the following has taken place:
open system auth > open system association > EAP (pick your flavor) auth > EAP assoc (which is simply a state of being, not a frame exchange)
I re-read your post a couple of times, and I couldn't understand the exact deal. Here are some clarifying questions:
1. Do you mean to say that you have BOTH the Dell utility doing LEAP and the Microsoft WZC doing PEAP at the same time? This wouldn't make alot of sense to me because only one WLAN client utility can have control of the wireless radio's driver at any given time.
2. Do you mean to say that both client utilities are loaded, and when WZC is doing PEAP your client is able to obtain an IP address, and when you manually switch over to Dell's client utility and LEAP, no IP is handed out by the DHCP server?
If #2 above is correct, then you likely don't have your RADIUS server configured properly for LEAP support. What RADIUS server are you using?
